Historicial Development: R. L. Tolivar had a steam-powered sawmill in Houston County “at Belott, in the Whitehead settlement, eleven miles east of Crockett,” plus six hundred thousand feet of sawtimber he had purchased from J. L. Whitehead. Tolivar sold the sawmill, lumber, and $2,000 in notes to W. T. Payne. L. P. Atmar of Groveton would maintain a first lien on the sawmill until the notes were paid.
